Strategy is working out what you are saying and who you are saying it to. Identity is what that looks like once it is decided. Most projects need both, and doing the second without the first is how you end up with something handsome that means nothing.

Usually less than you think. If the strategy still holds and only the execution has drifted, a refresh will do it. If the business has changed shape and the brand is still describing the old one, that is a rebrand.
